Martin Howard is a native of Southern California with a construction career spanning more than twenty-five years. Graduating from Whittier College in 1984 and, following a five-year career as a cyclist and a member of the United States National Cycling Team, Mr. Howard assumed the family business started in 1972 by his father, Michael J. Howard.

His over twenty years of experience have been focused on a wide array of project types where he has created several successful commercial, industrial, and mixed-use developments. Mr. Howard identifies and manages development projects from start to finish, analyzes cost, provides value through details, deals with complex legal and financial issues, and successfully markets developments to achieve superior results both for his own and his clients' portfolios.

Mr. Howard is currently working closely with the City of Long Beach, overseeing the team working on the acquisition and repositioning of City Hall East, a 10-story, 150,000 square foot project located in downtown Long Beach. In addition, he is also part of the team that successfully negotiated a 45-year development agreement with the City of Hawthorne to develop and manage Hawthorne Airport, a 90-acre municipal airport in the heart of the Los Angeles Basin. Mr. Howard has single handedly been responsible for the transformation of Long Beach Boulevard in the Bixby Knolls area of Long Beach. Mr. Howard's unique vision and persistence provided the catalyst for a mile-long transformation of the commercial corridor along Long Beach Boulevard. Additionally, Mr. Howard has successfully completed projects such as City Place, The Pike, The District, and the Century Business Center.

Karl is the Executive Vice President and has the responsibility for Howard CDM's daily construction operations, including working closely with Business Development, Pre-construction, and Project Management to insure a seamless transition between each department. In 2004, Karl was named Partner at Howard CDM. In addition to his leadership role, Karl has the responsibility for collaborating with his partners and implementing the strategic direction of the organization. As one of Howard CDM's leaders, Karl’s goal is to have the company recognized by clients as delivering the highest standards of service while making Howard CDM a recognized leader in the industry.

His greatest experiences have been in the field working with a team to deliver projects to Howard CDM's clients. Karl has a great deal of pride in the role the company plays in building projects that help our clients achieve their business goals.

Steven Phillips has twenty years of experience in real estate development and construction. Mr. Phillips heads Howard CDM’s development services department, providing entitlement, financing, and development consultation on various projects.

Prior to joining Howard CDM, Mr. Phillips was a Project Director for the Janss Corporation, where he oversaw planning, entitlement, financing, and construction, including tenant improvements for various office, retail, and residential projects in Southern California. Prior to his position with Janss Corporation, Mr. Phillips spent eight years with Transpacific Development Company, completing numerous low- and high-rise office buildings throughout California. Mr. Phillips' diverse experience includes the construction of high- and mid-rise office buildings, mixed-use residential/retail projects, regional and neighborhood shopping centers, industrial buildings, mega-plex theatres, and hotels, as well as the coordination and build-out of over 2,500,000 square feet of tenant improvement space.

The development services team is currently performing development management services for Vestar Development Company's “The District at Tustin Legacy” project in Tustin, CA, a 90-acre, 1,000,000-square-foot retail and entertainment center. Additional development service projects managed by Mr. Phillips include the Turner Dale & Associates' "Canyon Springs Marketplace" project, a 15-acre, 200,000-square-foot retail center in Riverside, CA; Robertson Property Group's "Dome Entertainment Center," a $100 million, three-level retail and entertainment destination on Sunset Boulevard in Hollywood, CA; and Developers Diversified Realty's "The Pike at Rainbow Harbor" project, a 369,000 square foot development in downtown Long Beach, CA.

Mr. Burkett has fifteen years of experience in accounting and finance in the real estate and construction industries. He manages Howard CDM's accounting, human resources, asset management, property management, and information technology departments. Before he began with Howard CDM, he held positions as staff accountant and controller with other organizations in construction and property management.

Since joining Howard CDM over a decade ago, Mr. Burkett has helped grow the organization's financial maturity by upgrading and implementing more sophisticated accounting software, by reforming and evolving policy and procedure, and by initiating an annual CPA review of the company’s financials.

William views the role of the accounting/finance department at Howard CDM as needing to exercise cautious and conservative policies not only as a steward of Howard CDM's capital, but of that of our clients as well. This is why his department adheres focus to getting timely payments from our customers, and turning them around quickly to our subcontractors, while strictly enforcing insurance, licensing, and lien law compliance with each of them.
